Do All Casinos Allow You to Surrender in Blackjack?

In Blackjack, the player is dealt two cards face-up, then must choose to either keep the card or surrender it to the dealer. If the player surrenders, the dealer replaces the surrendered card with a new card from their hand and deals another round of hands.
