Is Poker Open in Philadelphia?

The answer to this question depends on which jurisdiction you are asking about. With respect to Pennsylvania, it is not currently classified as an “open” game in state law.

This means that the state does not have a statute or rule that explicitly allows for the playing of poker in any form, including online. This makes it illegal to operate a poker room, tournament or cash game in the Keystone State without first obtaining a license from the Pennsylvania Gaming Control Board (PGCB).

However, this does not mean that poker is not being played in Philadelphia. In fact, there are several high-stakes poker rooms located in the city that are operated illegally but with little resistance from authorities.
